Certification Process

Every time an electrical contractor completes a new electrical installation, extension, or modification to an existing installation he/she is obliged to test and certify that the installation complies with current standards. These standards are set by the ETCI (Electro Technical Council of Ireland).

Every customer should receive a copy of an Electrical Completion Certificate whenever electrical work is completed.

In situations where an ETCI Electrical Completion Certificate is required, ESB Networks must obtain electronically a validated Electrical Completion Certificate from the electrical contractor's regulatory body before we can connect the electrical installation to the network.

Among the situations where an ETCI certificate is required are:

  • Building any new house or premises
  • Building an extension to an existing house or premises
  • Altering the internal electrical wiring in any existing house or premises
  • Reconnecting a house or premises (if vacant for more than 6 months)
  • Connecting electric fences and other installations

Make sure you always keep your copy of the certificate! This requirement helps to ensure your safety.

Commission for Energy Regulation (CER)

The Commission for Energy Regulation (CER) is the independent body responsible for overseeing the liberalisation of Ireland's energy sector. The CER is the regulator for the electricity industry in Ireland.

Electro-Technical Council of Ireland (ETCI)

The Electro-Technical Council of Ireland (ETCI) is a voluntary body of 24 organisations representative of the broad spectrum of electro-technology in Ireland. As the Irish member of IEC and CENELEC, ETCI formulates the national position on new and emerging standards and votes accordingly. ETCI promotes electrical safety through its rules, guides and codes of Practice.

Electrical Contractors Safety & Standards Association Ltd (ECSSA)

ECSSA is a self-regulatory body for the electrical contracting industry. Electrical contractors registered with the body have the right to self certification and their work is subject to inspection by the regulatory body on a regular basis.

RECI is a self-regulatory body for the electrical contracting industry. Electrical contractors registered with the body have the right to self certification and their work is subject to inspection by the regulatory body on a regular basis.
